Notice to Competitors re ISAF Rules Approval

Pursuant to our class contract with ISAF our Class Rules must be approved by the ISAF Class Rules Committee.

The following rules have not been approved for use in 2009 by the ISAF Class Rules Committee:

RRS 42 - Rule 35.4 is rejected
To give you some indications of the reasoning for this:
We are disappointed to see the Star class proposing a classed based event rule that says in the wording applies to “ISAF-graded event” so the change doesn’t even cover all class events! This goes against the e-mails stating the effects on ISAF Events but I do appreciate this may be covered by other rules .

The technical problems raised are based around a lack of consistency when applying the rule as it is only for certain events on certain courses. This can produce a significant amount of confusion among judges and mainly among sailors, who are required to use different sailing techniques depending on the kind of event they are racing. The rule is made in relation to the legs of the course (ie. from mark 2 to 3) it may happen that this leg will end up being a beat to windward due to a windshift, and then the rule could have a non desired effect. It is also felt that by not linking to wind strength would mean the change would have a very significant change in the way the boat is sailed.)

Rule 31.1.4 is Deferred for consideration in November 2009
(To give you some indications of the reasoning for this:
This is hugely political and will effect the way in which Olympic campaign are run and conducted. A number of practical considerations of yachts solely reliant on sail power for some events were the race course are substantial distance for the marina were raised by committee members. The class rules sub committee is primarily set up and established to handle class equipment rules. It would not be due process for ISAF to approve this change without consulting other ISAF committees.)
